AB 498 (Hayashi)
Asks voters to authorize the use of CalVet bond funds for rental housing and would also require the California Department of Veterans Affairs (CDVS) to prepare a study on the housing needs of California veterans including homeless, at risk, low income, single family and seniors.

This bill would provide $4 million to fund operations cost of emergency housing programs and provide a set aside for veterans only emergency shelter programs.

This bill asks the California Department of Veterans Affairs (CDVA) to seek congressional approval to use CalVet bond funds for rental housing. Both AB 498 and this action are required for CalVet to fund rental housing out of CalVet General Obligation bonds.

AB 1330 (Salas)
Authorizes the California Department of Veterans Affairs (CDVA) to establish a pilot project for the purpose of operating a cooperative housing project, in which CDVA would prescribe the rules, regulations, and conditions necessary to implement the pilot project.

AB 1459 (Davis)
This bill would allow veterans only permanent supportive housing projects on property owned by cities, counties or city and county to qualify for Department of Housing and Community Development (HCD) and Multifamily Housing Program (MHP) funding.

Would put a $1.5 billion bond on the November 2010 ballot for veterans Multifamily Housing Program (MHP) and includes a set aside for operational dollars.

Health/Mental Health
AB 710 (Yamada)
Requires the California Department of Veterans Affairs (CDVA) to submit a grant application to the federal Substance Abuse and Mental Health Services Administration (SAMHSA) for the purposes of funding community-based organizations, certified by CDVA, to provide substance abuse and mental health services to veterans.

AB 1571 (Salas)
This bill would require the local stakeholder planning group to include a representative from a legitimate veterans organization and would require the plan to specifically include recognition of the mental health needs of veterans and how those needs are, or are not, being met. The bill would prohibit the department from approving a county plan that did not have verifiable representation by a legitimate veterans organization in the planning process or if the plan does not address the specific mental health issues of veterans and how the plan will, or will not, address those issues.

AB 1378 (M. Perez)
Establishes the Veterans Workforce Program (Veterans Program) within the California Workforce Investment Board (CWIB) for the purposes of providing a comprehensive workforce development program to assist veterans with the transition to civilian work.

AB 1570 (Salas)
This bill would require each entity of state government to give preference to a qualified entity, as defined, when awarding a grant for a project that would provide, or when entering into a contract to provide, social services to veterans. This bill would require a qualified entity to submit with the application for the grant or the bid for the contract a certification, as provided, from the Department of Veterans Affairs. This bill would authorize the Department of Veterans Affairs to charge a fee for the actual costs incurred by the department in reviewing each application.
